An ITIN is only for tax purposes; therefore, it cannot be used for identification purpososes. The IRS’s Form 1040-NR, like other tax forms, can collect personal information such as your name and address. An identification number will also be required. You can either use your SSN (if applicable) or your ITIN. You can use the 1040-NR to report your U.S.-sourced income, as stated above, if you are a non-resident alien. You can use Form 1040-NR to report the following types of income:

1) Passport (or at least two Identification Documents) 2) U.S. Visa (if applicable)  3) Federal Income Tax Return Form

ITIN is only issued for tax purposes by the IRS. It means that if you don’t have an exception, you need to submit a Federal U.S. Tax Return Form. Once the IRS receives your ITIN application, they process your tax return and make sure that you are eligible to obtain an ITIN. Then, they issue your ITIN on your tax return form. Therefore, you can consider that it is a simultaneous process.
